House to House Collections Act 1939
The House to House Collections Act 1939 applies to England and Wales.
Under this Act, house-to-house collectors who want to carry out a "charitable" collection, need a licence from the licensing department of your local council. Note: In Greater London, the licensing authority for this is the Metropolitan Police (not the local council).
The Act defines "charitable" as meaning "charitable, benevolent or philanthropic . . ."
It applies whether they're collecting for money or goods (such as clothing, bedding, shoes, books or CDs).
